Website cost guide · Pennsylvania
How much does a website cost in Pennsylvania?
The Pennsylvania Department of Revenue says a website is taxable when it is transferred to the customer, while separately stated hosting is not. On top of the price, ask about the 6 percent state tax, the local tax in Philadelphia and Allegheny County, and the state's breach notice rules. This guide covers each one and links the official source.

- Sales tax rate in Philadelphia
- 8%
- In 2026 the Department of Revenue lists the state's 6 percent sales tax plus Philadelphia's 2 percent local tax. Where a website charge is taxable and delivered to a Philadelphia business, both apply, so ask whether a quote includes them.

- Sales tax rate in Allegheny County
- 7%
- Allegheny County, which includes Pittsburgh, adds a 1 percent local sales tax to the 6 percent state rate, as listed by the Department of Revenue in 2026. Check which rate applies to the address where your website work is delivered.

- Small businesses in Pennsylvania
- 1.2 million+
- The Department of Community and Economic Development, citing the SBA Office of Advocacy's 2025 Pennsylvania Small Business Profile, counts over 1.2 million small businesses in the state. With that many competitors, a clear, fast website helps a business get found.

- Jobs at Pennsylvania small businesses
- 2.5 million
- The DCED cites the same 2025 SBA profile and says these small businesses provide jobs for 2.5 million people. If your site takes job applications or customer details, plan how that data is stored and protected.

- Breach size that requires notice to the Attorney General
- More than 500 residents
- Under Act 33 of 2024, which took effect 90 days after its June 28, 2024 approval, a breach notice that must go to more than 500 Pennsylvanians must go to the Office of Attorney General at the same time. Ask how any studio keeps your forms and customer data secure.

§1
A website handed over to you can be taxable
The Department of Revenue's guidance on canned software and digital goods says website development is taxable if the website is transferred to the customer, and that both the website and its maintenance are then subject to sales and use tax. It is nontaxable if the developer keeps possession and control of the site. The same page says custom software and related services are not taxed. Ask every studio whether its quote includes Pennsylvania sales tax, and check with the Department of Revenue if your project mixes these.

§2
Hosting listed on its own line is not taxed
The same guidance says separately stated fees for website hosting services are nontaxable. When a quote bundles hosting with the build or with care, ask for hosting to be shown as its own line so you can see what any tax is charged on.

§3
Local tax follows where the work is delivered
Pennsylvania charges 6 percent state sales tax. Philadelphia adds 2 percent and Allegheny County adds 1 percent. Under Act 21 of 2026, enacted July 12, 2026, the Department of Revenue says local sales tax is now based on the point of destination, where the product or service is delivered, and it began enforcing the new rules on October 1, 2026. A Philadelphia or Pittsburgh business can owe more on the same taxable website, so check the rate for your address.

Breach notices, the Attorney General and credit monitoring
Act 33 of 2024, approved June 28, 2024 and in force 90 days later, amended the Breach of Personal Information Notification Act. When a breach notice must go to more than 500 Pennsylvanians, it must go to the Attorney General at the same time, and consumer reporting agencies must now be told when notices go to more than 500 people, down from 1,000. In those cases, if Social Security, bank account, or driver's license or state ID numbers were accessed, the Act requires a free credit report and 12 months of credit monitoring to be offered. Ask how a studio protects any form that collects such data, and ask a lawyer how the Act applies to you.

A state privacy law is still a bill
As of October 2026 Pennsylvania has no comprehensive consumer data privacy law in force. House Bill 78, a consumer data privacy act, passed the House 127-76 on October 1, 2025. A Senate committee reported it as amended in June 2026, and it has not passed the Senate. If your site collects personal data through forms, analytics or ad pixels, check the bill's status on the General Assembly's site before launch.

What moves the price
Six things that decide the cost
Storvexa Your quote, line by line
-
01
Pages and content
Five pages cost less than twenty. Writing the copy, finding photos and moving content from an old site all take time, so say up front who supplies them.
-
02
Theme or custom code
A premium WordPress theme is the quickest and cheapest route. A site written in our own code costs more, loads faster and has no page-builder plugins to keep updating.
-
03
What the site has to do
A contact form is simple. Online booking, payments, client logins or a shop each add work, because each has to be built, tested and kept safe.
-
04
Languages and markets
Every extra language means translated pages and its own search setup. Prices in more than one currency add a little more.
-
05
Connections to your tools
Linking the site to a CRM, a booking calendar, an accounting tool or a payment provider is quoted per connection, after we have seen what the tool allows.
-
06
Speed and search work
Basic Google setup comes with every site. Full on-page SEO, a Google Business Profile and analytics come with the custom-coded package.
