Official figures · Washington
Washington in numbers
The figures that change what a website really costs a Washington business, each from the Washington State Department of Revenue.
- State retail sales tax rate
- 6.5%
- The state part of the sales tax that has applied to custom website development since October 1, 2025. Your city or county adds its own local rate on top, so the total on a quote depends on where you receive the work.

- Economic nexus threshold for out-of-state sellers
- $100,000
- In its September 12, 2025 guidance, the Department of Revenue says a website developer with no physical presence in Washington may still have to collect sales tax once its combined yearly gross receipts sourced to Washington pass $100,000. Ask a remote studio which side of that line it is on.

- Service categories newly subject to sales tax
- 7
- From October 1, 2025, Washington added seven kinds of services to retail sales tax, including custom website development, advertising, IT services and custom software. A website project that also covers ads, IT work or software can touch more than one of them.

- Last date for old treatment of unpaid pre-October contracts
- March 31, 2026
- For unchanged contracts signed before October 1, 2025, the Department of Revenue accepted reporting under the old classification through March 31, 2026. From April 1, 2026, unpaid amounts on those contracts are reported as retail sales, so an older website contract still being paid may now carry tax.

Washington rules that change the price
These rules come from Washington law, not federal law. They decide whether tax is added to a quote and what a site must include. This is a guide to what to ask, not tax or legal advice.

§1
Custom website development is taxed since October 1, 2025
Under ESSB 5814, Washington has treated the design, development and support of a website as a retail sale since October 1, 2025. That covers work on new and existing sites, and consulting or training that supports how a site works. Web hosting and domain name registration are left out. The Department of Revenue notes it is in legal proceedings over these changes and asks taxpayers to follow current guidance. Ask every studio whether its price includes Washington sales tax.

§2
The rate follows where you receive the work
Washington sales tax is destination-based: retailers collect at the rate for where the customer receives the goods or services, which is the 6.5% state rate plus the local rate. Because website work is usually delivered remotely, the Department of Revenue's guidance treats it as received at the client's business address when the place of receipt is unknown. Check that a quote uses the rate for your address.

§3
If the seller does not collect, use tax may be due
Washington's use tax applies to goods and certain services used in the state when sales tax was not paid, for example when buying from a business that is not required to register and collect Washington sales tax. Businesses report it on their excise tax return. If a studio does not charge Washington tax, ask it why in writing and check with the Department of Revenue whether you owe use tax.

Advertising bundled with a site is taxed too
ESSB 5814 also made advertising services taxable from October 1, 2025, including ad design, ad placement, campaign planning, lead generation and buying ad space on the internet. A quote that bundles a site with ads may be taxed in more than one part, so ask for each part to be priced on its own line.

§5
Contracts signed before October 1, 2025
If the full contract price was paid before October 1, 2025, the Department of Revenue treats the sale as made before that date, so it is not taxed. Unpaid amounts on unchanged contracts kept the old treatment only through March 31, 2026. A contract that is materially changed, for example in its work or amount, becomes taxable when it is altered. Check with the department if your contract is older.

My Health My Data Act for sites that collect health data
If your site collects consumer health data from people in Washington, the My Health My Data Act requires you to publish a consumer health data privacy policy behind a separate and distinct link on your homepage. Small businesses have had to comply since June 30, 2024. A violation is a per se violation of the Consumer Protection Act, enforced by the Attorney General and through private action. Ask your developer what your forms and tracking collect.

What moves the price
Six things that decide the cost
Storvexa Your quote, line by line
-
01
Pages and content
Five pages cost less than twenty. Writing the copy, finding photos and moving content from an old site all take time, so say up front who supplies them.
-
02
Theme or custom code
A premium WordPress theme is the quickest and cheapest route. A site written in our own code costs more, loads faster and has no page-builder plugins to keep updating.
-
03
What the site has to do
A contact form is simple. Online booking, payments, client logins or a shop each add work, because each has to be built, tested and kept safe.
-
04
Languages and markets
Every extra language means translated pages and its own search setup. Prices in more than one currency add a little more.
-
05
Connections to your tools
Linking the site to a CRM, a booking calendar, an accounting tool or a payment provider is quoted per connection, after we have seen what the tool allows.
-
06
Speed and search work
Basic Google setup comes with every site. Full on-page SEO, a Google Business Profile and analytics come with the custom-coded package.
