Website cost guide · Ohio

How much does a website cost in Ohio?

Ohio does not tax every service. It taxes automatic data processing, computer services and electronic information services when a business buys them and the computer work is the true object. So whether tax lands on your website quote depends on how that quote is split. This guide covers that rule, county sales tax rates, the Ohio Data Protection Act and the 45-day breach notice rule, with a link to each official source.

The short answer

Website prices for Ohio businesses

For a small business in Ohio, a website of up to 5 pages on a premium WordPress theme starts at $799 with us and takes about 15 days. A custom-coded site of up to 8 pages, built in Astro, Next.js or React, starts at $1,999 and takes about 4 weeks. Fixing an existing site starts at $249, and looking after it costs $49 a month. Ohio can tax online services that a business buys, so ask every studio to list design work, hosting and online tools separately in its quote.

Ohio rules to check before you sign

Federal rules are on our US guide. These rules come from Ohio law and the Ohio Department of Taxation. Use them to know what to ask. They are not tax or legal advice.

  1. §1

Online services bought for business can be taxable

Ohio Revised Code section 5739.01(B)(3)(e) treats automatic data processing, computer services and electronic information services as taxable sales when they are provided for use in business and the computer work is the true object of the deal, rather than a personal or professional service it supports. The Department of Taxation's guidance treats online services that are mainly computer work, not performed by an actual person, as taxable. Ask every studio whether its quote includes Ohio sales tax, and check with the Department if you are unsure.

  2. §2

Work done by people is treated differently

The same section says these taxable services do not include personal or professional services, and lists examples such as designing custom software for collecting business information. In its release ST 1999-04 (updated September 2022), the Department of Taxation says a key question is whether an actual person was involved with the service. Ask the studio to describe which parts of the job are people's work and which are ongoing online services.

  3. §3

A vague single price can be taxed in full

ST 1999-04 warns that when an online service provider combines many services for a single fee with a vague description on its invoices or contract, the Department may treat them as a mixed transaction, and without a breakdown the entire amount would be subject to sales and use tax. Ask for a written quote that lists design, build, hosting and care separately, so each part can be judged on its own.

  4. §4

The Ohio Data Protection Act rewards a written security plan

Since November 2, 2018, Ohio Revised Code section 1354.02 has given a business an affirmative defense to certain data breach claims in tort if it keeps a written cybersecurity program that reasonably conforms to an industry recognized framework, such as the NIST framework or the CIS Critical Security Controls. If your site collects customer data, ask the studio which security steps it follows, and ask a lawyer whether the defense fits your business.

  5. §5

45 days to tell residents about a breach

Ohio Revised Code section 1349.19 requires a business that owns or licenses computerized personal information to tell affected Ohio residents in the most expedient time possible and no later than 45 days after discovering a breach. If more than 1,000 residents are involved in one breach, the nationwide consumer reporting agencies must be told too. Ask any studio how it would spot a breach and how fast it would tell you.

What moves the price

Six things that decide the cost

Storvexa Your quote, line by line

  1. 01

    Pages and content

Five pages cost less than twenty. Writing the copy, finding photos and moving content from an old site all take time, so say up front who supplies them.

  2. 02

    Theme or custom code

A premium WordPress theme is the quickest and cheapest route. A site written in our own code costs more, loads faster and has no page-builder plugins to keep updating.

  3. 03

What the site has to do

A contact form is simple. Online booking, payments, client logins or a shop each add work, because each has to be built, tested and kept safe.

  4. 04

    Languages and markets

Every extra language means translated pages and its own search setup. Prices in more than one currency add a little more.

  5. 05

    Connections to your tools

Linking the site to a CRM, a booking calendar, an accounting tool or a payment provider is quoted per connection, after we have seen what the tool allows.

  6. 06

    Speed and search work

Basic Google setup comes with every site. Full on-page SEO, a Google Business Profile and analytics come with the custom-coded package.

Website cost in Ohio: common questions

Asked before anyone asks for a quote.

Ask us anything else

It depends on what the quote covers. Ohio taxes automatic data processing, computer services and electronic information services bought for use in business when that computer work is the true object, but not personal or professional services. The Department of Taxation says a key question is whether an actual person did the work. Ask for an itemized quote and check with the Department if unsure.

Where tax applies, it is generally the rate for the county where you receive the benefit of the service. The state rate is 5.75 percent. For October to December 2026, combined rates run from 6.50 percent in Butler, Lorain, Stark and Wayne counties to 8.25 percent in the Licking County part of Reynoldsburg. The Department says the combined rate cannot exceed 8.75 percent.

Because a vague single price can cost you more. The Department of Taxation warns that when an online service provider bundles many services for one fee with a vague description, the whole amount may be taxed without a breakdown. A quote that lists design, build, hosting and care separately lets you and your accountant judge each part on its own terms.

It is a 2018 law that rewards good security rather than requiring it. Since November 2, 2018, a business with a written cybersecurity program that reasonably conforms to a recognized framework, such as NIST or the CIS Controls, can use it as an affirmative defense to certain data breach claims in tort. Ask a lawyer whether it fits your business.

It sets a deadline. Under Ohio Revised Code section 1349.19, affected Ohio residents must be told no later than 45 days after a breach is discovered, and the nationwide consumer reporting agencies too if more than 1,000 residents are involved. Ask your web studio how it protects stored data and how fast it would alert you.
