The short answer
Website prices for Michigan businesses
For a small business in Michigan, a website of up to 5 pages on a premium WordPress theme starts at $799 with us and takes about 15 days. A custom-coded site of up to 8 pages, built in Astro, Next.js or React, starts at $1,999 and takes about 4 weeks. Fixing an existing site starts at $249, and looking after it costs $49 a month. Before you compare quotes, ask each studio which lines are custom work and which are software licences, because Michigan taxes the two differently.

Michigan rules that affect your website
These come from Michigan law and Michigan Treasury guidance, not from federal rules. They are points to check and ask about, not tax or legal advice.

§1
Custom website work and prewritten software are taxed differently
Michigan's 6% sales and use tax applies to prewritten software, while software originally designed for the exclusive use and special needs of the buyer is exempt. Charges for changing prewritten software to your needs are exempt too, but only when they are stated separately on the invoice. Ask each studio to list custom work, theme licences and plugin licences as separate lines, and check with Michigan Treasury if you are unsure.

§2
Downloaded software and browser-only software are treated differently
Treasury's 2023 bulletin says software that is downloaded in its entirety is generally taxable as prewritten software, while in its example of software that stays on the seller's servers and is reached only through a web browser, with no code or desktop agent delivered, there is no sale of prewritten software. A bundle that mixes software and services is judged with the 'incidental to services' test. Ask each supplier of hosting, plugins or tools which kind you are buying.

§3
Michigan's breach notice law covers data your site collects
Under the Identity Theft Protection Act (2004 PA 452; section 445.72 added in 2006 and in force since July 2, 2007), a business that discovers a breach of personal information about Michigan residents must notify them without unreasonable delay, unless it decides the breach is not likely to cause substantial loss, injury or identity theft. A company that only holds data for someone else must tell the data owner. Ask your studio how it would detect a breach and how quickly it would tell you.

§4
Forms must not ask for full Social Security numbers over an insecure connection
Michigan's Social Security Number Privacy Act (2004 PA 454, in force since March 1, 2005) says a business must not require anyone to send more than 4 sequential digits of their Social Security number over the internet unless the connection is secure or the data is encrypted, nor publicly display more than 4 digits. If your site has job, credit or patient forms, ask for HTTPS on every page and collect only the last 4 digits where you can.

What moves the price
Six things that decide the cost
Storvexa Your quote, line by line
-
01
Pages and content
Five pages cost less than twenty. Writing the copy, finding photos and moving content from an old site all take time, so say up front who supplies them.
-
02
Theme or custom code
A premium WordPress theme is the quickest and cheapest route. A site written in our own code costs more, loads faster and has no page-builder plugins to keep updating.
-
03
What the site has to do
A contact form is simple. Online booking, payments, client logins or a shop each add work, because each has to be built, tested and kept safe.
-
04
Languages and markets
Every extra language means translated pages and its own search setup. Prices in more than one currency add a little more.
-
05
Connections to your tools
Linking the site to a CRM, a booking calendar, an accounting tool or a payment provider is quoted per connection, after we have seen what the tool allows.
-
06
Speed and search work
Basic Google setup comes with every site. Full on-page SEO, a Google Business Profile and analytics come with the custom-coded package.
