Website cost guide · Massachusetts

How much does a website cost in Massachusetts?

Developer time in Massachusetts pays more than twice the state's average private wage, the state has its own rule on protecting residents' personal data, and its sales tax treats design work differently from software. Here is what that means for your quote. Every rule and number below links to its source.

The short answer

For a small business in Massachusetts, a website of up to 5 pages on a premium WordPress theme starts at $799 with us and takes about 15 days. Private business establishments in Massachusetts (2024)
276,202
That many private workplaces were active in the state on average in 2024. A website has to stand out among them, so a quote should cover search basics such as page titles, local pages and speed, not only design.

Custom computer programming establishments (2024)
5,923
Massachusetts had 5,923 private custom programming firms in 2024, employing 38,308 people. You have plenty of choice, so ask each one for a written scope you can compare line by line.

Average annual pay, custom computer programming (2024)
$218,569
That is more than double the $97,787 average across all private jobs in the state in 2024. Local agencies price that cost into their hourly rates, which is a big reason Massachusetts quotes run high.

75,443
10,958 private computer systems design establishments employed 75,443 people in Massachusetts in 2024, at an average annual pay of $206,558. Hiring developers in-house costs a lot, so most small businesses outsource the build.

Massachusetts rules that affect your website

These rules come from Massachusetts regulations and the City of Boston, not federal law. They are not tax or legal advice. Use them to know what to ask, and check with the agency named in each one.

  1. §1

201 CMR 17.00: a written security program for resident data

Massachusetts regulation 201 CMR 17.00 says every person that owns or licenses personal information about a resident of the Commonwealth must develop, implement and maintain a comprehensive information security program, written in one or more readily accessible parts. To the extent technically feasible, that includes encrypting records that travel across public networks or are sent wirelessly, and taking reasonable steps to select service providers and require security measures from them by contract. If your site's forms or checkout collect such data, ask your developer how it is encrypted and stored, and whether they will sign security terms.

  2. §2

Web hosting and system design are generally not taxed, but prewritten software is

The Department of Revenue's regulation 830 CMR 64H.1.3 says charges for web site hosting and for designing computer systems are generally not taxable when they are not part of a sale of computer hardware or prewritten software. Custom software is generally exempt as a professional service, while prewritten software is taxable however it is transferred. Premium themes and plugin licenses may count as prewritten software, so ask every studio to show those lines separately, and check with the Department of Revenue if you are unsure.

  3. §3

Hosted software and care plans have their own tax rules

The same regulation says charges for access to or use of software on a remote server are generally subject to tax, which may cover paid site builders and hosted tools. For a maintenance contract that includes software upgrades, the upgrade part is taxable and the service part is not; for transactions since January 1, 2007, if the two are not stated separately, tax applies to 50% of the contract price. Ask how any monthly care plan splits support from licenses and upgrades before you sign.

What moves the price

Six things that decide the cost

Storvexa Your quote, line by line

  1. 01

    Pages and content

Five pages cost less than twenty. Writing the copy, finding photos and moving content from an old site all take time, so say up front who supplies them.

  2. 02

    Theme or custom code

A premium WordPress theme is the quickest and cheapest route. A site written in our own code costs more, loads faster and has no page-builder plugins to keep updating.

  3. 03

What the site has to do

A contact form is simple. Online booking, payments, client logins or a shop each add work, because each has to be built, tested and kept safe.

  4. 04

    Languages and markets

Every extra language means translated pages and its own search setup. Prices in more than one currency add a little more.

  5. 05

    Connections to your tools

Linking the site to a CRM, a booking calendar, an accounting tool or a payment provider is quoted per connection, after we have seen what the tool allows.

  6. 06

    Speed and search work

Basic Google setup comes with every site. Full on-page SEO, a Google Business Profile and analytics come with the custom-coded package.

Website cost in Massachusetts: common questions

Asked before anyone asks for a quote.

Ask us anything else

Usually not, under the Department of Revenue's regulation 830 CMR 64H.1.3. It says charges for web site hosting and designing computer systems are generally not taxable when they are not part of a sale of hardware or prewritten software. Premium themes, plugin licenses and paid access to hosted software can be taxable, so ask for those lines to be shown separately and check with the Department of Revenue.

It is the Massachusetts rule that anyone who owns or licenses personal information about a Massachusetts resident must keep a written information security program. If your website's forms, bookings or checkout collect that kind of data, ask your developer how it is encrypted in transit, where it is stored, and whether they will accept contract terms on security.

Because developer time in the state is expensive. Federal QCEW data for 2024 puts average annual pay at Massachusetts custom computer programming firms at $218,569, more than double the $97,787 average across all private employers. Agencies build that cost into their hourly rates, so compare quotes by what each one includes, not only by the total.

Under 830 CMR 64H.1.3, a software maintenance contract that includes upgrades is taxed on the upgrade part, not the service part, and if the two are not stated separately, tax applies to 50% of the price. Ask whether a care plan includes any software licenses or upgrades and how they are itemized, then check with the Department of Revenue.
