Website cost guide · Arizona

How much does a website cost in Arizona?

Arizona does not tax custom programming written for one customer, but it does tax the sale of software programs, and premium WordPress themes and plugins are prewritten software. Phoenix also raised its city tax rate on retail sales and several other activities to 2.8 percent on July 1, 2025. This guide covers Arizona's transaction privilege tax (TPT), the 45-day data breach rule and what to ask each studio, with the official source for each.

The short answer

Website prices for Arizona businesses

For a small business in Arizona, a website of up to 5 pages on a premium WordPress theme starts at $799 with us and takes about 15 days. A custom-coded site of up to 8 pages, built in Astro, Next.js or React, starts at $1,999 and takes about 4 weeks. Fixing an existing site starts at $249, and looking after it costs $49 a month. Arizona treats custom programming and prewritten software differently for transaction privilege tax, so check whether each quote you compare lists custom work and theme or plugin licenses separately.

State TPT rate on retail sales
5.6%
In 2026 the state rate on the retail classification is 5 percent under A.R.S. 42-5010 plus a 0.6 percent increment that A.R.S. 42-5010.01 levies from after June 30, 2021 through June 30, 2041. City tax is added on top, so ask each studio which lines of its quote are taxable retail sales.

City of Phoenix tax rate on retail and on licensing of property
2.8%
Phoenix raised its rate from 2.3 to 2.8 percent on July 1, 2025 (Ordinance G-7369) for retail sales up to $13,886 for a single item and for the rental, leasing and licensing of tangible personal property, among other activities. Most the Attorney General can seek for one data breach
$500,000

Arizona rules to check before you sign

Federal rules are on our US guide. These rules come from Arizona law, the Arizona Administrative Code and the Arizona Attorney General. Use them to know what to ask. They are not tax or legal advice.

  1. §1

Custom programming is a nontaxable service in Arizona

Arizona Administrative Code rule R15-5-154 says charges for the original creation of an electronic data processing program for the specific use of an individual customer come from a nontaxable service. Code written only for your site is treated differently from software sold to many buyers. Ask every studio which parts of its quote are custom work, and check with the Arizona Department of Revenue if your project mixes the two.

  2. §2

Premium themes and plugins are prewritten software

The same rule makes gross receipts from the sale of computer software programs taxable however they are delivered, and a change to a prewritten program for one customer is nontaxable only if its charge is shown separately on the sales invoice and records. A WordPress site built on a paid theme and plugins can include both. Ask for license fees and custom changes as separate lines on the quote and invoice.

  3. §3

45 days to tell people about a data breach

A.R.S. 18-552 applies to anyone doing business in Arizona who owns, maintains or licenses unencrypted computerized personal information. Affected people must be told within 45 days of determining a breach happened. If more than 1,000 people must be told, the business also notifies the three largest nationwide consumer reporting agencies, the Attorney General and the director of the Arizona Department of Homeland Security.

  4. §4

Website logins count as personal information

The Arizona Attorney General explains that personal information under the breach law includes a user name or email address combined with a password or security question and answer that gives access to an online account. A site with member accounts, client portals or online ordering holds exactly that. Ask any studio how passwords are stored and who would tell you if something went wrong.

What moves the price

Six things that decide the cost

Storvexa Your quote, line by line

  1. 01

    Pages and content

Five pages cost less than twenty. Writing the copy, finding photos and moving content from an old site all take time, so say up front who supplies them.

  2. 02

    Theme or custom code

A premium WordPress theme is the quickest and cheapest route. A site written in our own code costs more, loads faster and has no page-builder plugins to keep updating.

  3. 03

What the site has to do

A contact form is simple. Online booking, payments, client logins or a shop each add work, because each has to be built, tested and kept safe.

  4. 04

    Languages and markets

Every extra language means translated pages and its own search setup. Prices in more than one currency add a little more.

  5. 05

    Connections to your tools

Linking the site to a CRM, a booking calendar, an accounting tool or a payment provider is quoted per connection, after we have seen what the tool allows.

  6. 06

    Speed and search work

Basic Google setup comes with every site. Full on-page SEO, a Google Business Profile and analytics come with the custom-coded package.

Website cost in Arizona: common questions

Asked before anyone asks for a quote.

Ask us anything else

Custom programming usually is not. Arizona rule R15-5-154 treats creating a program for one customer as a nontaxable service, while the sale of software programs is taxable. A WordPress site often mixes both, because premium themes and plugins are prewritten software. Ask each studio to list custom work and licenses separately, and check with the Arizona Department of Revenue if you are unsure.

State tax plus city tax, and possibly more. The state rate is 5.6 percent: 5 percent under A.R.S. 42-5010 plus a 0.6 percent education increment that runs through June 30, 2041. Phoenix raised its city rate on retail sales and on licensing of tangible personal property from 2.3 to 2.8 percent on July 1, 2025. Ask your accountant which rates apply to your purchase.

Because they can be taxed differently. Arizona rule R15-5-154 makes the sale of software programs taxable, and a change to a prewritten program counts as a nontaxable service only if its charge is shown separately on the invoice. Code written only for you is a nontaxable service. A quote that separates licenses from custom work shows what tax might apply.

It sets a 45-day deadline. Under A.R.S. 18-552, a business must tell affected people within 45 days of determining a breach happened. If more than 1,000 people must be told, it also notifies the Attorney General, the three largest credit reporting agencies and the Arizona Department of Homeland Security. An email address with a password counts as personal information.

We are a remote studio and work by video call at a time that suits you in Arizona. Prices are in US dollars. Before any work starts, you get a written quote listing the pages, features and timeline. You pay in stages, see the site at each step, and can ask questions by email between calls.

It depends mostly on the build, not the city. A site on a premium WordPress theme costs less than one coded from scratch, and themes, plugins, hosting and care add ongoing fees. Our pricing page shows our prices in US dollars. In Arizona, also ask whether each quote adds transaction privilege tax and which lines it covers.
